UK Councils Intend to Sell Off Social Clubs and Leisure Facilities to Manage Finances

According to a recent survey of municipal councils, UK councils are planning to offload community centers, sports centres, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils for major urban areas in England stated that 60% of councils are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of playing fields and land to support their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

This coalition said that a high proportion of authorities attempting to raise money from a fire sale of holdings represented “a clear change from 2024, when the largest share (60%) of local leaders said they would prioritise service redesigns and using savings to weather increasing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in southeast England announced its asset disposal plan featured the sale of a shopping centre in Rainham and a social club in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the strategy.

Council Tax Rises and Broader Fiscal Strains

The survey of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to increase council taxes next April to cover the growing cost of essential services, increased rates of homelessness, and a longstanding housing shortage.

Medway council said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures require time to achieve both better provisions and cost efficiency,” said a council leader.

He added: “There are population challenges which will continue to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Trends and Forecasts

Research of county councils this week also found local finances being strained by the increasing figures of young people and older individuals needing special educational assistance.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Government officials have delayed scheduled changes to the Send system until the coming year after a white paper setting out those changes has been postponed.

Disadvantage and Funding Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) for English councils, several participating urban areas were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the latest deprivation indices,” noted the study.

“While only one key city is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures underscores the scale of challenges facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of disadvantage and demand,” stated a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of councils have cut or compromised social care provision in the last year, the survey revealed.
